[Keyboard] Add Unikorn 60 tsangan_hhkb layout (#6390)

* fix default keymap to not have Q in the 1 position.

* add tsangan hhkb layout

* add a tsangan default keymap

* clean up the default keymap

* add qmk configurator support for new layout
