Keymap: update keymap transmogrified (#4241)

Browse source 
* layer locked breathing, layer changed brighter leds

* move config for tapping term into config.h

* Respect LED off even with layer indicators, add readme and update config
to new standard

* update Readme with note about both sides of board being required to flash
