[Keymap] urbanvanilla keymap for drop/alt (#11365)
* added urbanvanilla keymap Urbanvanilla's keymap for massdrop/alt keyboard adds in an idle timer to turn off RGB after set amount of time. poor unsuccessful attempt at replicating a velocikey like functionality.
